Effective April 11, 2025, Vis is introducing a new Commercial Enhanced Data Program (CEDP). The intention of this program is to ensure the quality of commercial level 2 and level 3 data being passed to Visa. Changes to Authorization Decline Response Codes:
Visa / Interlink will introduce two new authorization response decline codes; Transaction not Supported/Blocked by Issuer (5C) and Blocked by Cardholder/Contact Cardholder (9G). Visa will convert exiting reason codes; Invalid Transaction (12) and No Such Issuer (15) to Do Not Honor (05).
Changes to Merchant-Initiated Account Funding Transaction (AFT) Processing:
Visa is adding Credential on File and Recurring transactions options for AFT processing to the Merchant-Initiated Transaction (MIT) framework.
Expansion of the Extended Authorization Service to U.S. Acquired Transactions:
Visa will expand the support for extended authorizations allowing merchants to request a 30-day extension of the clearing to authorization period for certain cardholder-initiated Card-Not-Present (CNP) transactions. A new Extended Authorization Service fee of 0.08% will be applied.
New Indicator to Support Visa Digital Commerce Authentication Program (VDCAP):
Visa will implement a new indicator to support VDCAP for U.S. domestic card-not-present transactions. This will allow the adoption of Visa’s data-sharing and authentication solutions to improve authorization rates and reduce fraud.
Updates to CPS Programs to Support Unattended Cardholder Activated Terminal (CAT) Transactions:
Visa will modify CPS qualification requirements to allow transactions from unattended CAT, regardless of MCC or transaction amount, to qualify.

Mastercard is expanding product codes MBP & MRK for issuers in the Middle East/Africa region with acceptance globally for existing Interregional programs.
Introducing Decline Response Code Values:
Mastercard / Maestro are introducing two new decline response code values; Closed Accounts (46) and Account Not Yet Activated (72).
Enhancing the Dual Message System (Clearing) to Standardize Processing of Non-approved Authorization Requests:
Transactions settled without an approved authorization will reject with Error Number 2265. The transactions can be reauthorized prior to settlement, if the transaction received a Response Code of Approved (00), Honor with ID (08) Partial Approval (10) and Not Declined (AVI) (85) on the last attempt, the transaction would not reject.
Data Integrity Edit for Standardization of Transaction Data Elements:
Mastercard Data Integrity Edit 6, DE 43 - Acceptor Name and Location must contain the city of the physical merchant location. If the required values are not present, the transaction will not pass the data integrity edit.
Revised Card-Not-Present (CNP) Authentication Pricing for Countries in the Latin America/Caribbean Region:
Mastercard is revising the Identify Check fee from 0.05% to 0.008% (no change to max); Digital Enablement fee from 0.025% to 0.008% (no change to max) and Non-authentication fee from $0.05 to 0.016% with a max of $3.00 for CNP transactions.
Introduction of Force Post Transaction Fee for Acquirers in the LAC Regi:
Mastercard is introducing a new Force Post transaction fee for clearing transactions submitted without an approved authorization. Cross border transactions will be assessed a fee of $0.135 and domestic transactions a fee of $0.045.

SHAZAM is revising the interchange rates for Elite Pass Schedule A, B and C.
Effective April 1, 2025, SHAZAM will add a new interchange category Sure Pass Expedited Checkout (ECO). The PINless card present transactions may contain Sure Pass ECO interchange categories and a Switch fee.
SHAZAM will enhance their routing to Sure Pass and Elite Pass Tokenized transactions. This includes Tokenized eCommerce Card-on-File (COF), In-App COF and Wallet transactions when the Visa Token Vault is used and Wallet transactions when the Mastercard Token Vault is used.

Mastercard is revising standards for the issuing bank initiation timeframes for Pre-Arbitration and Filed Arbitration stages.
Mastercard will permit merchants to provide evidence the cardholder received a gaming credit related transaction they did not dispute previously.

Mastercard / Maestro está revisando los estándares para las transacciones Gaming Payment por fraude con Reason Code 4837 / 37 (Fraudulent Transaction – No Cardholder Authorization).
Los emisores de Mastercard / Maestro ya no podrán utilizar el Reason Code 53 (Cardholder Dispute) para transacciones presenciales, transacciones capturadas electrónicamente, utilizando los códigos de razón Transaction Did Not Complete

A partir del 12 de abril de 2025, Fiserv integrará los códigos de razón y tarifas de Shazam Elite Pass en nuestro sistema de Disputas.
